Although women began wearing men's trousers for outdoor work a hundred years earlier in Western countries, it was taboo for women to wear trousers. It was only in the 1960s, that trousers became acceptable for Western women to wear.
Starting around the mid 19th Century, Wigan pit brow girls scandalized Victorian society by wearing trousers for their work at the local coal mines. They wore skirts over their trousers and rolled them up to their waist to keep them out of the way. During World War II, women working in factories and doing other forms of "men's work" on war service wore trousers when the work demanded it. In the post-war era, trousers became acceptable casual wear for gardening, the beach, and other leisurely pursuits.
